BREAKDOWN OF “STRETCH” TOTAL COSTS

Details with Assumptions

  • PISA Tests annually beginning in Year One in 378 WI districts that have a high school (total of WI high schools = 900) × $9,000 = $8.1 million, prorated over 2 years = $4.1 million p.a. ≈ $4.2 million.
  • Additional 10,000 ‘Teachers’ / 4,000 Counselors / DPI Coaches with 30% pay increases (plus annual CPI minimum adjustments of 3.0% p.a.). Currently 3,000 total WI schools and 64,000 ‘teachers’, going to 74,000. Current $90,000 per ‘teacher’ (including $20K benefits) × +30% (after certification) = $117,000 × 74,000 after Year Four = $8.6 billion (with 100% certified).
  • MTEL-like Tests for every ‘teacher’ (MA: $155 per attempt × 2 attempts × 74,000 = $23 million ÷ 3 years = $7.6 million p.a.). By Year Three, all participating 4K–3 ‘teachers’ certified; after Year Three, in Years 4–15, 15% new teachers p.a. = 26,000 × $155 × 2 attempts = $8.0 million p.a.
  • “Bullying Counselors” (included in the additional 10,000 teachers above).
  • Other School Staff (current 110,000 → leaner/AI by 15% fewer staff = 93,000; with a Year 4 10% raise and annual CPI increases of 3%). Staged as schools enter the STRETCH program.
  • “FUN” Required Courses for all ‘teachers’ — $2,000 prorated over 5 years (74,000 × $1,000 ÷ 5).
  • Additional 2(+) classrooms for slow, disrupting & “halfway” students; with decreasing student numbers, secured from present facilities.

‘Add-ons’

  • Career & Technical Education facilities (Manual Arts/CTEs) — 875 high schools × 50,000 SF (/AI) over ten years = $28mm ÷ 10 = $1.9 billion.
  • Civic course (5th & 10th grades) — current + staff. (See note 1.)
  • PE Required Course (Year 1) — current staff. (See note 2.)

(1) Memorization of: the opening of the Declaration of Independence (“We hold these truths…”); the Preamble of the Constitution; the Gettysburg Address; two paragraphs of Martin Luther King Jr.’s “I Have a Dream” speech (“I say to you today…” and “I have a dream. This will be the day…”); and the words of the National Anthem. Be able to name the 10 amendments of the Bill of Rights, the 3 branches of the Federal Government, who oversees the Executive Branch, and 3 of the cabinet posts; the terms of U.S. Senators and U.S. Congressional Representatives; plus a short summary of Wisconsin State Government. (Required for HS graduation by the end of 11th grade, though the learning can be started at any grade, per school discretion.)

(2) Essentially, a 2 mile run in 30 minutes and 100 pushups over 3 consecutive days (required by the end of 11th grade for HS graduation).
